Director General
Rafael Grossi, an Argentine diplomat with over 35 years of experience in non-proliferation and disarmament, assumed the position of Director General of the International Atomic Energy Agency (IAEA) in December 2019. Prior to this, he held the position of Argentine Ambassador to Austria, Slovenia, Slovakia, and international organizations in Vienna. Grossi has played prominent roles, including chairing the Nuclear Suppliers Group and leading the 2020 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons. He also chaired the Diplomatic Conference of the Convention on Nuclear Safety in 2015, following the Fukushima Daiichi nuclear accident. In addition to his contributions to the nuclear field, Grossi served as Deputy Director General at the IAEA and Chief of Staff at the Organization for the Prohibition of Chemical Weapons. Since 2017, he has been an international advocate for gender equality in the nuclear field.

Dr. Rick Springman serves as the Senior Vice President of International Projects, responsible for the development and execution of projects in utilities within the public and private sectors across South America, Europe, East Asia, and Sub-Saharan Africa. His technologically oriented approach encompasses a variety of areas including small modular reactors, decommissioning, nuclear waste management, heat transfer, nuclear power plant engineering, and energy storage technologies. Reporting directly to the President/CEO, Dr. Springman leads strategic business development, government relations, and supply chain expansion at Holtec, resulting in the successful establishment of various international operating centers. His involvement extends to corporate strategy formulation, leadership in new ventures, and frequent contributions to new product development.
Marcio Couto is a doctoral candidate in Administration at EAESP, with a master's degree in Production Engineering from UFRJ, specialization in Strategic Management from INSEAD (France), Postgraduate studies in Finance from FGV and IBMEC, and holds a degree in Economics. He works as a professor of Strategy and Pricing at various institutions, including FGV, COPPE, PUC, and ESPM. He is a researcher at FGV Energia and former Superintendent of Economic Studies at IBRE of the Getulio Vargas Foundation, having coordinated technical cooperation agreements and regulatory work for companies such as Vale, Ambev, Transpetro, Oi, and Abrapp. Previously, he held strategic positions at Embratel and Anatel, and served as a consultant for FUNBIO on profitable environmental projects. His experience also includes economic and financial analysis of projects at Camp Consultoria and Projeta Consultoria Econômica, and he served as Finance Director at DIVERJ.
Celso Cunha is an Electrical Engineer with a Master's degree in Systems Engineering and Computer Science. He underwent qualification exams at Facultés Universitaires Notre-Dame de La Paix-Namur, Belgium, in 1995. Additionally, he holds an MBA in Business Administration, Information Systems Analysis, and Energy Efficiency.
Currently, he serves as the President of the Brazilian Association for the Development of Nuclear Activities (ABDAN). He is a member of the Forum of Electric Sector Associations, the Energy Councils, and the Economic Development Council of the Federation of Industries of the State of Rio de Janeiro. Furthermore, he is a member of the Economic Development Forum of the Chamber of Deputies of the State of Rio de Janeiro and serves on the Board of Directors of the Brazilian Energy Research Company (EPE).
Leipner is a senior executive in the energy sector and currently serves as Vice President and Board Member of ABDAN, the Brazilian Association for the Development of Nuclear Activities. In recent years, he has served as Vice President of Westinghouse Electric Company and Framatome in the development of commercial nuclear business in North and South America, particularly in the areas of operational reactor fleet maintenance as well as the development of new nuclear plants, including SMR technology. He has held various global roles, including Engineering, Manufacturing, Commercial, Operational Excellence, and Senior Executive Management, with extensive experience in international business development and negotiations with stakeholders from diverse cultural backgrounds, including government entities. Carlos holds a bachelor's and master's degree in Nuclear Engineering and an MBA.
Inácio Arruda is a Brazilian politician. Currently, he serves as the Secretary of Science and Technology and Higher Education of the State of Ceará. Affiliated with the PCdoB since 1987, he was successively elected as a city councilor of Fortaleza in 1988, as a state deputy in 1990, and as a federal deputy in 1994, being re-elected in 1998 and 2002.
Paula Helena, holding a degree in Biological Sciences from Unesp, has pursued a robust academic trajectory, obtaining a master's and doctoral degree in Health Sciences, and completing a post-doctorate in Maternal-Child Health, all from the same institution. She furthered her education with an MBA in Health Innovation Management from the Butantan Institute. With extensive experience in management and coordination, she has led several research and innovation centers in renowned institutions such as the Adolfo Lutz Institute and the Dante Pazzanese Institute of Cardiology. Additionally, she has held strategic roles in the Department of Economic Development of the State of São Paulo. Currently, she serves as the President Director of CIETEC, which manages the USP-IPEN business incubator, and is recognized as a consultant and mentor in research management, innovation, and entrepreneurship. She also possesses expertise in teaching and researching in Human Molecular Genetics and Mutagenesis.
Celso Pansera, presidente da Finep e ex-ministro de Ciência, Tecnologia e Inovação, é graduado em Letras Português/Literatura pela UERJ e possui pós-graduação em Administração e Supervisão Escolar pela Universidade Cândido Mendes. Destacou-se por sua gestão durante a pandemia da Covid-19, liderando movimentos em defesa da ciência e contribuindo para a aprovação da Lei Complementar 177/2021. Como deputado federal, presidiu a Comissão Especial de Crise Hídrica, além de ter sido autor de projetos de lei importantes para o setor de Ciência, Tecnologia e Inovação. Antes disso, ocupou cargos na Faetec e coordenou o Projeto Centros de Inclusão Digital, sendo reconhecido com diversos prêmios, como o Prêmio Personalidade Educacional e o Prêmio Amigos da Ciência.
Carlos Aragão, a renowned Brazilian physicist, currently serves as the Director of Scientific and Technological Development at Finep. After completing his master's degree at PUC/RJ in 1976 with a thesis on "Tricritical Phenomena in the He3-He4 Mixture," he obtained his Ph.D. in Physics from Princeton University in 1980. Throughout his career, he has worked at institutions such as CERN in Geneva and CNRS in Paris, acquiring skills in numerical calculation methods in Field Theory. Since 1994, he has been a Full Professor at the Institute of Physics at UFRJ, as well as the Director of the Latin American Center of Physics and an Associate Researcher at ICTP in Trieste. His current research focuses on metastability in Field Theories and Statistical Mechanics, initiated in collaboration with the University of Pittsburgh.
Sergio Malta is the Director of Development at Sebrae Rio. He is an economist, administrator, and currently serves as the President of the Interstate Union of Electric Power Industries - Sinergia. Additionally, he chairs the Business Council of Electric Power of the Federation of Industries of the State of Rio de Janeiro - Firjan. He has previously served as the Director-Superintendent of Sebrae Rio and as a board member of the National Agriculture Society - SNA.
Professor Senra is a full professor at the Alberto Luiz Coimbra Institute of Graduate Studies and Research in Engineering at the Federal University of Rio de Janeiro (Coppe/UFRJ) since 1994. He holds a Ph.D. in Nuclear Engineering Sciences from UFRJ. Working within the Nuclear Engineering Program at Coppe/UFRJ, he specializes in Reactor Physics.
Throughout his academic and professional career, Professor Senra has served as a visiting researcher at Carnegie-Mellon University (Pittsburgh, USA), president of the Brazilian Nuclear Industries (INB), member of the Advisory Committees of the National Council for Scientific and Technological Development (CNPq) and the Coordination for the Improvement of Higher Education Personnel (Capes), editor of the Brazilian Journal of Nuclear Engineering, member of the Advisory Committee on Radiological Protection and Nuclear Safety of the National Nuclear Policy Council of the Presidency of the Republic, president of the Deliberative Council and director of Coppe/UFRJ, and member of the National Council for Science and Technology of the Presidency of the Republic.
Luciana Carvalheira is a Chemistry Technician from the former ETFQ - UnED of Nilópolis (1998). She holds a Bachelor's degree in Chemistry with a focus on Teaching (2004) and a Master's degree in Analytical Chemistry (2008) from UFRJ. Additionally, she obtained a Bachelor's degree in Chemistry - Technological Modality (2009) from UNIGRANRIO and a Doctorate in Chemical Engineering (2019) from UFRJ. She has worked as a Chemistry teacher in High School and as a Chemistry Technician. Since November 2010, she has been a Researcher at the Institute of Nuclear Engineering. Her research focuses on lines involving the technique of Neutron Activation Analysis and the Insertion of radionuclides and nanomaterials into polymeric matrices. She is a member of the WiN Brazil and PretaLab platforms and is a founding member of the startup Magtech Brasil. She has made presentations in Lapa, Recreio, Praça Seca, and Ipanema.

With over 25 years of experience in the financial market, Marcelo has lived and worked in various global financial centers, including São Paulo, London, and Sydney.
Antônio José Roque da Silva, also known as Zé Roque or Roque da Silva, is a Brazilian physicist who graduated in Physics from Unicamp in 1986. He completed his master's degree at the same institution and obtained his Ph.D. from the University of California, Berkeley. In 1998, he became a professor at the University of São Paulo (USP). From 2009 to 2018, he served as the director of the National Synchrotron Light Laboratory (LNLS) and led the project for the new Brazilian synchrotron accelerator, Sirius. Since July 2018, he has been the general director of CNPEM. In 2017, he became a full member of the Brazilian Academy of Sciences.

His expertise lies in strategic planning, driving growth, P&L responsibilities, business development, client relationship management, mergers & acquisitions, and infrastructure projects. He is experienced in global business and strategy, with extensive international experience and a wide network of contacts.
Leonardo Dalaqua is a Nuclear Technical Coordinator at AMAZUL with over 30 years of experience in project management and business development in the nuclear, chemical, petrochemical, and technology sectors. With a solid technical background, he has led major projects using PMI/PMBoK and IPA concepts, as well as experience in implementing Project Management Offices (PMOs). Demonstrating a commitment to results, he is interested in technological advancements such as nuclear fusion, SMRs, and GEN IV reactors. As a collaborator of LEER at IPEN/CNEN-SP, he contributes to publications in scientific and technical events.
Luis Fernando Paroli é diretor-presidente da Empresa Brasileira de Participações em Energia Nuclear e Binacional S.A. desde julho de 2023. Graduado em Análise de Sistemas de Computação pela Pontifícia Universidade Católica de Minas Gerais (PUC Minas), nos últimos 15 anos ocupou cargos de direção de empresas nacionais de grande porte dos segmentos de geração, transmissão, distribuição e comercialização de energia elétrica. Foi Diretor Administrativo de Furnas-Centrais Elétricas, de 2008 a 2015, Diretor de Operações da Cemig (Companhia Energética de Minas Gerais) e membro do Conselho de Administração, entre janeiro de 2016 e junho de 2017, e CEO da Light S.A., de junho de 2017 a maio de 2019. Integrou os conselhos de administração das usinas hidrelétricas de Baguari e Retiro Baixo.
Em Janeiro de 2022, Alexandre Honaiser foi nomeado Diretor Executivo da Framatome para a América do Sul. Honaiser é formado em Ciências Navais com especialização em Engenharia Mecânica. Honaiser tem também em seu currículo cursos de Inteligência e Gerenciamento Integrado de Processos. Antes de ingressar na Framatome.
Em 2007, ingressou na Eletronuclear, trabalhando no diálogo entre as diferentes áreas da empresa para acelerar a bem sucedida aquisição da Licença Ambiental e Nuclear de Angra 3. Em 2012 ingressou na Queiroz Galvão Defense, trabalhou no desenvolvimento de negócios e no estabelecimento de parcerias internacionais. Em 2015, Honaiser ingressou na DCNS (Naval Group) como gerente de projetos e contratos do programa do Submarino Nuclear Brasileiro, e seu último cargo foi na Collins Aerospace/ARINC Security, trabalhando no setor de Segurança Nuclear.
Thiago Ivanoski possui uma extensa formação acadêmica, incluindo pós-graduação em Administração Pública pela ENAP e em Engenharia Econômica pela UERJ, além de um MBA em Finanças pelo IBMEC e graduação em Engenharia Elétrica pela UFBA. Desde 2008, trabalha na EPE, onde desempenhou diversas funções, como Analista de Pesquisa Energética, Consultor Técnico e Superintendente-Adjunto na Superintendência de Projetos de Geração. Suas responsabilidades incluem avaliação técnica de projetos de geração de energia de várias fontes, desenvolvimento de estudos de viabilidade e otimização de hidrelétricas, elaboração de planos de expansão de energia e outros estudos técnicos para o planejamento do setor energético brasileiro.
Daniel dos Santos Leipnitz is a highly qualified professional, holding a degree in Business Administration from the State University of Santa Catarina (ESAG), an MBA in Global Administration from the Independent University of Lisbon, Portugal, and a Master's degree in Business Administration from UDESC (State University of Santa Catarina). Currently, he holds the position of Corporate Director and Human Relations at Visto Sistemas. Additionally, he serves as the President of the Deliberative Council of ACATE (Santa Catarina Technology Association), where he previously served as president from 2016 to 2020. Leipnitz is also the President of the Brazil-Israel Chamber of Commerce in Santa Catarina, Treasurer-Director of the Euvaldo Lodi Institute of Santa Catarina (IEL), a member of the Strategic Council of the Federation of Industries of the State of Santa Catarina (FIESC), a member of the Global Council for Innovative Organizations in Dubai, and a member of the Council of Agora Tech Park Joinville.

Giovani Machado é economista pela UFF e tem mestrado e doutorado em Planejamento Energético pela COPPE/UFRJ. Suas principais áreas de expertise são: geopolítica e preços de petróleo e gás; planejamento de infraestrutura de gás; modelagem energética e projeção de demanda; planejamento, política e regulação do setor energético; transição energética. Também colaborou com a IAEA, como especialista internacional em desenvolvimento energético sustentável e modelagem energética. Em dezembro de 2006, ingressou na Empresa de Pesquisa Energética, atuando em diferentes funções gerenciais na Diretoria de Petróleo, Gás e Biocombustíveis. Atualmente, é Diretor de Estudos Econômico-Energéticos e Ambientais da EPE.

Vitor Saback é Secretário Nacional de Geologia, Mineração e Transformação Mineral do Ministério de Minas e Energia e conselheiro no Conselho de Administração da Petrobras. Servidor do Ministério Público da União desde 2010, foi diretor da Agência Nacional de Águas e Saneamento Básico (ANA) e assessor especial do Ministério da Economia. Graduado em Administração pela Universidade de Brasília (UnB) e em direito pelo Centro Universitário de Brasília (UniCEUB), possui pós-graduação em Finanças e Mercado de Capitais pela Fundação Getúlio Vargas (FGV) e curso de extensão em Economia Verde pela Universidade de Stanford/CA.
Adauto Seixas is the President of INB (Indústrias Nucleares do Brasil). He holds a degree in Electrical Engineering from Veiga de Almeida University and a postgraduate degree in Energy Business Management from the Federal University of Rio de Janeiro (UFRJ).
He has previously worked as an Electrical Draughtsman at the Municipal Prefecture of Duque de Caxias, as an Electrical Design Draughtsman at the Housing Company of Rio de Janeiro (CEHAB-RJ), and as an Electrical Engineer at the Technical Assistance Project / Rural Electrification Executive Group - PAT/GEER-RJ.
Being a career employee at Indústrias Nucleares do Brasil since 1981, he has developed projects for the electrical installations necessary for the first stage of ore extraction from anomaly 13 3m Lagoa Real/Bahia by Urânio do Brasil S.A. He has held various management positions, including Acting President; Director of Mineral Resources (October/2017 to July/2019); Superintendent of Engineering, Licensing, and Quality; Division Chief; and Decommissioning Coordinator at the Santo Amaro Plant (SP).
She holds a degree in Physics, a Master's degree in Nuclear Engineering from CNEN-IEN (2013), and a Ph.D. in Petroleum and Gas Engineering from the Federal University of Rio de Janeiro (UFRJ), Brazil, and the University of Houston, TX, USA (2017). She achieved a GPA of 4.0 (CR=3.0) and was the top-ranking student with highest honors at the Federal University of Rio de Janeiro (COPPE/UFRJ). Eliene works in Nuclear Engineering at Framatome. Previously, she worked as a Geophysicist I at CGG Brasil, with training in Houston, TX, where she was involved in various stages of marine seismic processing. She was also a research fellow at the University of Houston - from June to December 2015, under the guidance of Dr. Robert Stewart, focusing on Physical Modeling of Ocean Bottom Sensors. Eliene served as the Captain of the EVOLVE Team at the University of Houston in 2015. She was the winner of the top prize at the Scientific Week of the State University of Rio de Janeiro (UERJ) in 2009, focusing on Particle Physics.
Raul Lycurgo, president of Eletronuclear and a Federal Prosecutor since 2002, has had a diverse career. He began at the National Land Transport Agency (ANTT) and worked at the Ministry of Development, Industry, Trade, and Services. From 2015 to 2017, he served as legal director of Cemig, followed by prominent positions at Taesa between 2017 and 2020, acting as CEO and legal and regulatory director. He holds a master's degree in International Law from American University and has postgraduate degrees in Economic and Corporate Law, as well as Tax Law from the Getúlio Vargas Foundation. Since 2020, he has been a member of the Infrastructure Law Commission of the Brazilian Bar Association (OAB).
